Delhi Govt Nods to Health Reforms, Eyes Operational Fixes

The Delhi Cabinet, led by CM Rekha Gupta, has approved three transformative health sector reforms to streamline services and enhance infrastructure across government hospitals.

These include outsourcing outpatient (OPD) and inpatient (IPD) registration processes, establishing a price monitoring and resource unit, and implementation of diagnostic services through a public-private partnership (PPP) model.

According to Delhi Health Minister Pankaj Singh, the reform agenda has been designed to strengthen healthcare governance and operational efficiency across hospitals in the national capital. “The government, in its efforts to enhance health infrastructure, approved three key reforms on Tuesday,” Singh told PTI.

Outsourcing and PPP to Streamline Services

One of the central decisions taken by the Cabinet is outsourcing OPD and IPD registrations in public hospitals. This move involves professional service providers and aims to reduce wait times and simplify the patient intake process.

The second reform involves operationalizing diagnostic services under a PPP model to address gaps in availability and access to essential medical testing. Officials said this approach will help government facilities extend diagnostic services more efficiently by leveraging private sector capacity.

In addition to outsourcing and diagnostics, the Cabinet also approved the creation of a price monitoring and resource unit. This unit will track procurement prices and ensure the rational use of hospital resources, contributing to better financial oversight and accountability.

Rebuilding Delhi’s Health System

While the three reforms are the latest additions to Delhi’s healthcare overhaul, they follow earlier efforts launched in March 2025. At that time, the Cabinet had implemented the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY), offering ₹10 lakh annual coverage per beneficiary, jointly funded by the Centre and the Delhi government.

Further, the state has been working on infrastructure expansion by establishing Ayushman Arogya Mandirs. So far, 70 centres have been rolled out, with 1,139 planned across Delhi to replace rented Mohalla Clinics.

Health Minister Singh reiterated the administration’s focus on facility upgrades. “Every day, the Delhi government is taking steps to provide the best facilities in our hospitals,” he said.
