Mizoram Secures INR 120 Cr Under FASPHI to Strengthen Health Infrastructure

Mizoram has secured an INR 120 crore performance-linked incentive from the Centre under the Financial Assistance to States/UTs for Public Health Infrastructure (FASPHI) scheme, reinforcing the state's progress in improving healthcare quality and outcomes.
The funding has been approved by the Ministry of Health and Family Welfare and is expected to be released after being forwarded to the Ministry of Finance.
Chief Minister Lalduhoma announced the allocation during a visit to the 519-bed Zoram Medical College & Hospital (ZMC&H) in Falkawn near Aizawl.
According to Lalduhoma, Mizoram qualified for incentives under two key performance indicators. The state received INR 20 Cr after lowering its Infant Mortality Rate from 13 deaths per 1,000 live births in 2023 to 12 in 2024.
The largest share of the allocation, INR 100 Cr, was awarded for achieving a 21.07% increase in the number of NQAS-certified health facilities between 2024-25 and 2025-26.
The approved project proposal includes upgrading four Community Health Centres in Sakawrdai, Kawrthah, West Phaileng, and Bungtlang South from non-First Referral Units (non-FRUs) to fully functional First Referral Units (FRUs).
The project, valued at INR 83.57 Cr, is expected to strengthen emergency obstetric care, surgical services, and referral capabilities in underserved regions.
The funding will also support the establishment of infectious disease wards at Lunglei District Hospital, Lawngtlai District Hospital, and Kulikawn Sub-District Hospital. Kulikawn Sub-District Hospital will additionally receive a dedicated Tuberculosis Treatment Unit.
Together, these projects account for INR 14.03 Cr and are intended to improve preparedness for infectious disease management while expanding access to specialized tuberculosis care.
Another INR 22.39 Cr has been allocated for procuring advanced diagnostic equipment to improve tuberculosis detection and for strengthening maternal and child healthcare services across multiple levels of the state's health system.
Lalduhoma expressed satisfaction that Mizoram continues to receive performance-based incentives, describing them as recognition of the state's effective implementation of health initiatives.
He thanked Health Minister Lalrinpuii and officials of the Health and Family Welfare Department for their dedicated efforts in improving health outcomes and expanding quality-certified healthcare facilities.
The FASPHI scheme was introduced to encourage states and Union Territories to improve public health infrastructure through measurable health outcomes rather than population-based allocations alone.
For the 2026-27 financial year, the scheme carries a national outlay of INR 4,200 Cr and rewards states based on indicators including Infant Mortality Rate (IMR), Maternal Mortality Ratio (MMR), Tuberculosis Mortality Rate, and the growth in health facilities certified under the NQAS.
