Long before "digital health" became a boardroom buzzword, Gujarat was solving a far more basic problem: how do you get real-time, reliable health data out of villages and into the hands of administrators who can act on it? The answer was TeCHO+ (Technology-enabled Community Health Operations), a mobile and web-based job-aid tool launched by the Prime Minister on 8th October 2017, after a successful pilot across three tribal districts. It gave ASHAs, MPWs and CHOs an Android app, and gave PHC, block, district and state administrators a connected web portal.
It's easy to overlook TeCHO+ in a conversation dominated by robotic telesurgery and AI diagnostics, but it's genuinely the foundation everything else sits on. Gujarat didn't start with hospitals or unicorns; it started by digitising the last mile of public health delivery. That "bottom-up" instinct, building infrastructure for the community health worker before building it for the specialist surgeon, is arguably what makes Gujarat's ecosystem distinct from states that digitised hospitals first and grassroots systems later, if at all.
