India, Norway Sign Pact on Health, Space & Digital Tech Cooperation

India and Norway have elevated their bilateral ties to a Green Strategic Partnership, signing key agreements across health, digital development, and space during high-level talks held in Oslo.
The discussions took place between Prime Minister Narendra Modi and Norwegian Prime Minister Jonas Gahr Støre, marking a significant step in expanding cooperation between the two countries in future-focused sectors.
After the bilateral talks, PM Modi said, “Today, we are giving shape to India-Norway relations as a ‘Green Strategic Partnership.’ Through this strategic partnership spanning sectors ranging from clean energy to climate resilience and from the Blue Economy to Green Shipping our companies will develop global solutions by combining India’s scale, speed, and talent with Norway’s technology and capital.”
The newly signed agreements focus on expanding cooperation in future-facing sectors. In the health space, both countries will work together on digital health, research, and improving healthcare systems through the use of technology, with an aim to make healthcare more accessible and efficient.
On health cooperation, Støre said, “We are strengthening our cooperation in health; a lot to learn from India. We are signing a memorandum of understanding on developing high-tech quality health services, closer cooperation on digital health, artificial intelligence, research, and health technology. We also deepen our cooperation on digital development, including work on digital public infrastructure and digital public goods.”
In digital development, India and Norway plan to collaborate on emerging technologies, digital infrastructure, and data-driven solutions to strengthen innovation ecosystems and support tech-led growth.
The partnership also includes agreements in the space sector, where both sides will explore collaboration in satellite technology, research, and data sharing, particularly for climate monitoring, environmental protection, and disaster management.
The elevation of ties reflects a shared commitment to sustainable development and green growth, with both countries aiming to combine their strengths to drive innovation and address global challenges through long-term cooperation.
Marking a significant diplomatic milestone, this is the first visit by an Indian Prime Minister to Norway in more than four decades, the last being Indira Gandhi’s visit in 1983. During the trip, Narendra Modi met King Harald V and Queen Sonja, and was conferred the Grand Cross of the Royal Norwegian Order of Merit.
He also participated in the third India-Nordic Summit in Oslo, alongside Nordic leaders including Norway’s Prime Minister, Mette Frederiksen of Denmark, Petteri Orpo of Finland, Kristrún Frostadóttir of Iceland, and Ulf Kristersson of Sweden.
