Haryana Expands Digital Healthcare Services with e-Upchar, Scan-and-Register Facilities

The initiative follows a pilot project at the District Civil Hospital in Panipat and has since been extended across the state.

Haryana has expanded digital healthcare services across government hospitals, enabling patients to complete outpatient department (OPD) registration online, register using smartphones, and make UPI payments at public healthcare institutions, aiming to reduce queues, simplify hospital visits, and improve access to healthcare services across the state.

The initiative follows a pilot project at the District Civil Hospital in Panipat and has since been extended across the state.

Additional Chief Secretary, Health and Family Welfare, Dr Sumita Misra, said the initiatives aimed to make government healthcare more convenient, transparent and citizen-centric.

“As the Health Department increasingly adopts technology-driven governance, the healthcare sector is emerging as a key beneficiary, with digital tools being used to bring faster, more accessible and patient-friendly services,” Additional Chief Secretary, Health and Family Welfare, Dr Sumita Misra, said.

The Health Department has strengthened OPD pre-registration through the e-Upchar Hospital Management Information System, allowing patients to complete registration formalities before arriving at hospitals.

The facility is available at 23 district civil hospitals, 31 civil and sub-civil hospitals, and other healthcare centres connected to the system. Patients who register online must visit on their scheduled date and time, while dedicated counters are available to support the process.

Haryana has also introduced Scan-and-Register facilities at 118 healthcare institutions under the e-Hospital system, enabling patients to register digitally using their smartphones and offering an alternative to conventional registration procedures.

Alongside these measures, UPI-based payments have been enabled at 610 public healthcare institutions across Haryana. These include 23 district civil hospitals, 52 civil and sub-civil hospitals, 121 community health centres and 414 primary health centres. The digital payment facility has also been extended to civil surgeon offices in all 23 districts.

Patients can use UPI to pay applicable charges for OPD and inpatient department (IPD) registration, medico-legal cases, and other healthcare services.

However, Haryana will continue to offer walk-in registration and cash payment options, ensuring that elderly patients and people without smartphones or digital payment applications can access government healthcare services without difficulty.
