Sutter Health Appoints Kevin Manemann as Chief Operating Officer

The role has been vacant since March, when former COO Mark Sevco exited to become CEO of Alleghany Health Network.

Sutter Health has named Kevin Manemann as its new chief operating officer, effective September 15. 

The role has been vacant since March, when former COO Mark Sevco exited to become CEO of Alleghany Health Network.

Manemann most recently served as executive vice president and chief integration officer at City of Hope, a $6 billion cancer care system based in Southern California. Prior to that, he held multiple leadership roles over a 16-year tenure at Providence St. Joseph Health, where he led a $10 billion division spanning Northern and Southern California.

At Sutter, Manemann will co-lead clinical and nonclinical operations alongside the system’s chief physician executive. His scope will cover Sutter’s operating structure, service lines, ambulatory surgery centers, nursing, and home care.

The appointment marks another significant leadership change at the Sacramento-based health system. In the past year, Sutter has named a new chief financial officer, chief scientific officer, chief nurse officer, and a senior vice president of population health.

According to the announcement, Manemann will also support Sutter’s ambulatory growth strategy. The system, which operates over two dozen hospitals in Northern California, added approximately 1,000 doctors and advanced practice clinicians in 2024. It also expanded care centers and announced capital projects, including an advanced neurological and neurosurgical complex and a comprehensive cancer center.

Sutter is additionally growing through a joint venture with SCAN Health Plan to roll out new Medicare Advantage products in 2026, and is collaborating with GE Healthcare to incorporate artificial intelligence into operations.

Despite steady operational growth, Sutter faces sector-wide challenges such as rising labor and supply costs. The health system reported $142 million in operating income for 2024, down from $320 million the previous year. However, investment gains lifted its profits to $1 billion in 2024 and $1.2 billion in 2023.

In 2025, Sutter also faced scrutiny over several legal matters, including settlements tied to alleged anticompetitive practices, retirement plan mismanagement, and improper billing for anesthesia services.
