New York State Awards $218M to Oracle Health for Statewide Mental Health EHR System

New York Governor Kathy Hochul has announced a $218 million initiative to develop a new electronic health record (EHR) system for the state’s mental health network.

The project, awarded to Oracle Health, aims to unify records across 24 inpatient psychiatric centers and more than 300 outpatient programs.

The statewide EHR system will replace multiple legacy systems, some over 20 years old, and provide a single, integrated platform for patient information. This integration is expected to improve continuity of care, enable evidence-based decision-making for clinicians, and enhance the efficiency of treatment delivery.

The new system will allow seamless sharing of patient information between all facilities under the Office of Mental Health (OMH).

According to Dr. Ann Sullivan, OMH Commissioner, “The new system will ensure that healthcare professionals have access to the tools and resources they need to deliver exceptional care across diverse settings, from inpatient facilities to outpatient programs.”

By standardizing records in one application, the platform will improve data quality, strengthen patient information security, and reduce administrative workloads. Streamlined workflows are expected to allow staff to dedicate more time to direct patient care.

Governor Hochul emphasized the importance of the initiative, stating, “Health records are a central component that help guide mental health treatment and ensure those who rely on our psychiatric centers and programs are receiving the best possible care. Once completed, this new electronic health records system will markedly improve the patient experience, bolster efficiency, reduce administrative burdens, and help our clinicians focus on delivering high-quality care.”

The EHR system will support approximately 12,000 users statewide and is projected to be implemented over 29 months. It will accommodate both clinical and administrative functions for a wide range of services, including clinics, day treatment programs, and residential facilities.

This initiative represents a significant step toward modernizing New York’s mental health infrastructure, addressing longstanding inefficiencies in patient record management, and providing clinicians with reliable tools to deliver consistent care across multiple settings.
