HSCC & BEL Join Hands to Expand India’s Healthcare & Medical Devices Capabilities

HSCC and BEL will explore opportunities in the manufacturing and supply of medical devices, development of healthcare IT and digital health solutions, consultancy and advisory services, project execution, joint procurement, and post-deployment support.

Hospital Services Consultancy Corporation (HSCC) has entered into a strategic partnership with Bharat Electronics (BEL), signing a memorandum of understanding aimed at strengthening India’s healthcare infrastructure and accelerating the adoption of indigenous medical devices and digital healthcare technologies.

The collaboration sets out a framework for joint work across manufacturing, technology, consultancy, and long-term support services within the healthcare sector.

HSCC, a wholly owned subsidiary of NBCC (India), has been a key player in planning, designing, and executing large healthcare infrastructure projects across the country, including AIIMS, medical colleges, and super-speciality hospitals.

BEL, a Navratna public sector undertaking under the Ministry of Defence, is known for its advanced capabilities in electronics manufacturing, systems integration, and technology development, with a growing footprint in non-defence sectors such as healthcare.

Under the MoU, HSCC and BEL will explore opportunities in the manufacturing and supply of medical devices, development of healthcare IT and digital health solutions, consultancy and advisory services, project execution, joint procurement, and post-deployment support, such as annual maintenance contracts and warranty services.

While the MoU establishes an overall collaboration framework, individual projects will be taken forward through separate, project-specific agreements based on scope and requirements.

Digital health is another key focus area of the MoU. By combining HSCC’s on-ground understanding of hospital systems with BEL’s experience in electronics and secure digital platforms, the partnership aims to address operational and technology gaps in healthcare delivery.

NBCC has clarified that the MoU signed by HSCC is part of the normal course of business. From a business perspective, the collaboration positions both organisations to participate more effectively in India’s expanding healthcare infrastructure market, particularly in projects that require end-to-end capabilities, from planning and execution to technology deployment and long-term maintenance.

As India’s healthcare needs continue to grow across both urban and non-metro regions, such public sector collaborations are expected to play a role in improving access, efficiency, and quality of healthcare services.

By aligning infrastructure development with medical devices manufacturing and digital health solutions, the HSCC-BEL partnership reflects a broader shift toward integrated, technology-driven healthcare systems in the country.

The collaboration is expected to support the government’s broader push for self-reliance in healthcare under initiatives such as Make in India and Atmanirbhar Bharat.
