VA Launches New Oracle Health EHR System at Four Michigan Medical Centers

The launch marks the restart of the department’s multi-year EHR Modernization Program, which aims to unify medical records across the VA network.

The U.S. Department of Veterans Affairs (VA) has deployed its new federal electronic health records (EHR) system at four medical centers in Michigan, including facilities in Ann Arbor, Battle Creek, Detroit, and Saginaw.

The launch marks the restart of the department’s multi-year EHR Modernization Program, which aims to unify medical records across the VA network.

The system, developed in partnership with Oracle Health, went live on April 11 and is designed to improve coordination of care for veterans by enabling seamless data sharing between VA facilities, the Department of Defense, and community healthcare providers. The VA said the system will reduce duplicate testing and improve continuity of care by integrating medical records across multiple platforms.

According to the department, the EHR rollout will also allow healthcare staff to spend more time on patient care by reducing reliance on outdated systems and fragmented records. The Michigan deployment is part of a broader plan that includes nine additional launches scheduled across other states in 2026.

VA Deputy Secretary Paul Lawrence said the Michigan rollout represents a key milestone in building a unified health record system nationwide. He added that the department is preparing for subsequent deployments following what he described as improved system stability and readiness across facilities.

The VA has also begun expanding its technical workforce to support implementation. It plans to hire around 400 personnel to assist with the nationwide deployment of the Oracle Health EHR system, which is expected to reach all VA facilities by 2031.

The modernization program follows years of delays and technical challenges. The rollout was paused in 2023 and resumed after legislative review in 2024. The department has since made system adjustments, including standardizing workflows and reducing facility-level customization to improve interoperability across sites.

Earlier deployments faced operational issues, prompting hundreds of system fixes before the Michigan launch. The VA said improvements have been made to enhance stability and streamline functionality across the platform.

Upcoming EHR deployments for 2026 include VA facilities in Ohio and Kentucky in June, Indiana in August, and Alaska and Cleveland in October as part of the phased national rollout.
