Odisha Unveils Pharma & Medical Devices Policy 2025 to Attract INR 25,000 Cr Investment

A key feature of the policy is the development of two world-class industrial clusters in Khordha, a Pharmaceutical Park and a Medical Devices Park, each spanning over 200 acres.

The Odisha government has officially launched the Pharmaceutical and Medical Devices Policy 2025, aiming to transform the state into a hub for life sciences manufacturing. 

The announcement was made at the Odisha Pharma Summit in Bhubaneswar on December 16.

A key feature of the policy is the development of two world-class industrial clusters in Khordha, a Pharmaceutical Park and a Medical Devices Park, each spanning over 200 acres. These parks will provide GMP-ready infrastructure, including centralized waste treatment and Zero Liquid Discharge systems, enabling faster setup and compliance for companies.

The Pharmaceutical Park at Khordha-Nayagarh will cater to active pharmaceutical ingredients (APIs) and formulation units, offering pre-cleared land parcels to reduce project initiation time by 12–18 months. Meanwhile, the Medical Devices Park will focus on high-precision manufacturing, including diagnostic imaging equipment and surgical supplies, supported by on-site testing and certification labs.

Strategically located near the Bhubaneswar-Cuttack corridor, the parks provide companies access to a skilled workforce from local universities and research institutes. To facilitate exports, the parks will connect to a planned ‘Green Corridor’ linking them to ports including Dhamra, Paradip, and Gopalpur, reducing transportation costs and improving global market access.

The state has earmarked additional land in Berhampur and Cuttack for future expansion, aiming to establish a continuous ‘Pharma-Corridor’ that integrates SMEs alongside large pharmaceutical firms, fostering a comprehensive industrial ecosystem.

According to the Odisha Pharmaceutical Development Cell (OPDC), the policy is designed to provide ready-made factories, affordable power and water, and streamlined regulatory processes to position Odisha as a competitive alternative to traditional industrial states like Gujarat and Himachal Pradesh.
