The rollout of the MEMS 108 project will begin in November 2025 and will take place in five phases across the state.

Maharashtra’s Public Health Department has signed a 10-year concessionaire agreement with SUMEET SSG BVG Maharashtra EMS to implement the Maharashtra Emergency Medical Services (MEMS) 108 Ambulance Program.

The initiative, with a total investment of nearly INR 1,600 crore, aims to provide emergency medical care across the state through a fleet of 1,756 ambulances equipped with advanced medical and communication technologies.

The rollout of the MEMS 108 project will begin in November 2025 and will take place in five phases across the state. The initiative is designed to deliver timely intervention during emergencies' critical “golden hour.”

Advanced Fleet of Ambulances and Cutting-Edge Technology

The proposed ambulance fleet will include Advanced Life Support (ALS) ambulances, Basic Life Support (BLS) ambulances, neonatal care units, first responder bikes, and sea and river boat ambulances. The long-term vision for the MEMS 108 Programme includes the use of medical application drones and helicopter-based emergency medical services.

The new ambulances will feature Mobile Data Terminals (MDT), tablet PCs, RFID systems, GPS-based tracking, caller location identification, CCTV surveillance, and TRIAGE tools.

Additionally, the vehicles will be integrated with systems for Customer Relationship Management (CRM), Computer-Aided Dispatch (CAD), Vehicle Tracking and Management (VTMS), and real-time patient arrival notifications.

The project is positioned as a model for public-private partnerships in emergency healthcare delivery. It combines infrastructure investment with digital systems to improve operational efficiency and patient outcomes.
