Keralam Gov Announces Task Force to Develop Comprehensive Health Model for Early Detection of Diseases

The Keralam government has recently announced a 16-member task force to develop a comprehensive healthcare model focused on disease prevention, early detection, treatment, rehabilitation, and healthy ageing.

The 'Kerala Holistic Model for Health, Wellness and Longevity Task Force' has been constituted to prepare an evidence-based, implementable roadmap for a phased prevention and early detection framework, a government order said.

The task force will be chaired by Chief Minister V. D. Satheesan, with Health Minister K. Muraleedharan as vice-chairman. Its membership includes senior government officials and medical experts.

The task force will design a phased prevention and early-detection framework covering risk assessment, screening protocols, referral pathways, follow-up and measurable coverage targets, aligned with existing State and national programmes.

It will also prepare an action plan addressing wellness and healthy ageing.

The panel is expected to assess the state's disease burden, demographic ageing trends, and existing healthcare infrastructure alongside recommendations for treatment and rehabilitation.

A significant component of its mandate is to explore and identify evidence-based models for coordination among modern medicine, Ayurveda and other recognised systems of medicine.

In addition, the task will also examine the creation of a network of diagnostic, hospital, rehabilitation and wellness services, including criteria for pilot projects, accreditation, quality assurance and independent evaluation.

Another proposed component is the implementation of a Keralam Health Intelligence and Longevity Grid, with emphasis on interoperability with existing health systems, consent, privacy, cybersecurity and data stewardship.

As part of this initiative, a digital system will also be created to bring all health-relatedinformation safely under one roof, the CM stated.

Further, the task force will also examine possible investment and public-private partnership (PPP) models for diagnostics and wellness infrastructure, specifying fiscal exposure, procurement safeguards, and public benefit.

It will also examine standards and opportunities for health and wellness tourism and identify the legal, regulatory, and institutional changes required to implement its recommendations.

Its mandate also extends to workforce development in nursing, allied health, public health, and relevant systems of medicine. It will also set up research partnerships in health economics and financing.

Furthermore, the task force is expected to submit its report to the government within two months of its first meeting.

The report will include two or three proposed pilot projects, a phased three-year action plan, estimated expenditure, and possible funding mechanisms.
