J&K Pushes for Universal ABHA Coverage as Chief Secretary Accelerates ABDM Implementation

The Jammu & Kashmir administration has reviewed the progress of the Ayushman Bharat Digital Mission (ABDM) and outlined fresh measures to strengthen digital health infrastructure across the Union Territory.

During the review, Chief Secretary Atal Dulloo called for faster creation of ABHA IDs, wider adoption of electronic health records, quicker implementation of Hospital Management Information Systems (HMIS), and greater use of digital healthcare services available through the JK Sehat App.

Chairing the review meeting, Chief Secretary Atal Dulloo reiterated that the primary objective of ABDM is to create comprehensive digital health records for every citizen.

He observed that while Jammu & Kashmir has made considerable progress in developing digital health infrastructure and generating ABHA IDs, the mission's success will ultimately depend on ensuring complete, secure, and interoperable electronic health records for the entire population.

He directed officials to establish a structured implementation roadmap with measurable milestones to strengthen health record generation and linkage across the Union Territory.

The Chief Secretary instructed the Health Department to expedite HMIS implementation across all healthcare institutions, particularly public health facilities, so that every patient interaction contributes to building digital health records.

He also directed officials to progressively align the number of ABHA IDs with the number of Ayushman Bharat Golden Cards issued in J&K, making it a key milestone towards universal digital health coverage.

Highlighting citizen-facing digital services, Dulloo called for wider adoption of the JK Sehat App by promoting features such as home healthcare, online doctor appointments, tele-consultations and doorstep medicine delivery through local pharmacies.

He also suggested expanding the platform beyond service delivery by integrating academic resources, digital libraries and medical education content for undergraduate and postgraduate students.

Officials informed the meeting that Jammu & Kashmir has created more than 1.12 crore ABHA IDs, covering nearly 83% of the estimated population. More than 1.34 crore Scan & Share tokens have been generated, reflecting increasing adoption of ABDM-enabled services.

The Union Territory has also achieved 100% registration of public healthcare facilities, doctors and nurses on the Health Facility Registry and Health Professional Registry, completing the onboarding of the public healthcare ecosystem onto the national digital health platform.

The review also noted that the JK e-Sahaj platform has already been deployed in over 100 healthcare facilities, while 85 hospitals have been onboarded to the Next Generation HMIS platform.

District authorities have been directed to intensify awareness campaigns, facilitate ABHA creation at healthcare facilities, achieve universal ABHA saturation, strengthen electronic health record linkage, and expand ABDM-enabled HMIS implementation across Jammu & Kashmir within the prescribed timelines.
