Haryana Makes HPR ID Mandatory for Healthcare Professionals, Sets 90-Day Deadline

The state ABDM office will monitor implementation, targeting 100% HPR registration.

Haryana has made Healthcare Professional Registry (HPR) IDs mandatory for eligible healthcare professionals working or registered in the state, introducing a 90-day deadline for those applying for fresh registration or renewal without the digital identity.

The move aims to verify professional credentials, improve workforce planning, and help patients identify practitioners with valid registrations.

The requirement will take effect one month after publication in the official gazette and will be implemented through five professional councils in the state.

The Healthcare Professional Registry (HPR) is part of the Ayushman Bharat Digital Mission (ABDM), implemented by the National Health Authority (NHA). It provides verified healthcare professionals with unique digital identities that can support credential verification and improve the accessibility of professional registration information.

Under the Haryana mandate, professionals who do not have an HPR ID when applying for fresh registration or renewal will receive provisional registration for up to 90 days.

They can continue practising during this period, subject to other applicable statutory and regulatory requirements, while completing their HPR enrolment through the official portal using valid documents.

However, failure to obtain an HPR ID within the stipulated period will result in suspension of provisional registration without further notice. The affected professional will not be permitted to practise until the concerned council reinstates the registration after HPR enrolment and verification.

To facilitate compliance, the councils must issue at least three reminders through registered email and SMS. The first reminder must be sent within 30 days of provisional registration, the second between 30 and 60 days, and the final reminder between 60 and 75 days. Additional follow-ups may be conducted through telephone calls and other communication channels.

Professionals whose registration or renewal becomes due within 30 days of the notification will receive a one-time 30-day transition window to obtain the HPR ID.

The mandate will be enforced through the Haryana State Medical Council, Haryana State Dental Council, Haryana Nurses and Nurse-Midwives Council, Council of Indian Medicine Haryana and Haryana State Pharmacy Council.

These bodies must maintain HPR IDs in their databases, conduct awareness activities and submit periodic compliance reports to state authorities.

Virender Yadav, Director of the National Health Mission (NHM), Haryana, said the initiative aims to establish a verified, comprehensive and standardised digital repository of healthcare professionals.

The registry is expected to support credential verification, workforce planning, monitoring, deployment and policy formulation.

A publicly searchable registry could also help patients check practitioners' registration status and make it easier to identify individuals practising without valid credentials.

The state ABDM office will monitor implementation, targeting 100% HPR registration.

According to the ABDM Insights dashboard, India had 13,88,972 verified healthcare professionals registered on the HPR as of 1 November 2026.

Haryana's mandatory registration requirement adds a state-level compliance mechanism to the national digital health initiative, linking professional identities more closely with registration and licensing processes.
