Cigna Unveils Clearity, a Copayment-Only Health Plan to Boost Transparency

Cigna Healthcare has launched Clearity, a new employer-sponsored, copayment-only health plan designed to offer greater transparency and predictability in care costs.

Clearity eliminates deductibles and coinsurance by introducing a tiered copay model. Employers adopting the plan can choose from five package options that vary by cost-sharing structure but do not require narrowing provider networks or restricting access. According to the announcement, each package includes four in-network tiers and one out-of-network tier, giving organizations flexibility while maintaining broad coverage.
A key component of the plan is the integration of Cigna’s artificial intelligence assistant. Members can use the tool to receive personalized responses about benefits, coverage limits, and expected costs. Cigna said users of its existing AI tools report an easier time finding in-network providers and understanding key benefit details, which informed the design of Clearity’s digital experience.
The Clearity plan is built on Cigna’s Open Access Network, which the insurer said allows employers to transition without disrupting continuity of care for their workforce. The network is positioned as a way to keep provider choice broad while offering a predictable payment structure that aligns with growing market demand for simpler health plans.
Cigna said the move to introduce Clearity comes in response to customer expectations for improved transparency, easier navigation, and clearer cost information. The insurer noted that both employers and members have been seeking solutions that reduce complexity in benefit design and make it easier to anticipate out-of-pocket expenses.
Eva Borden, chief product officer for Cigna Healthcare’s U.S. employer business, said the combination of AI technology and transparent cost structures shaped the new product. “By combining our latest AI technology with simplified, transparent costs, we are helping employers offer innovative solutions that meet the diverse needs of their workforce,” Borden said in the announcement. She added that Clearity is designed to offer a simpler and more predictable path for customers accessing health services.
