AP Cabinet Clears Universal Health Insurance Scheme Covering 5 Cr People

As per the new proposal, approvals will be given within six hours of admitting a patient to the hospital, and a control room will be set up in the NTR Trust

The State Cabinet meeting, chaired by Andra CM N Chandrababu Naidu at the Secretariat, has approved the implementation of a universal health insurance scheme in a hybrid model under the Pradhan Mantri Jan Arogya Yojana (PM-JAY) and Dr NTR Vaidya Seva.

Around five crore people in the State will be provided quality health services under the scheme.

Except for those covered under the Employees’ Health Scheme, all remaining people, including working journalists, will be eligible for health coverage of up to ₹25 lakh per year.

Disclosing the decisions taken by the Council of Ministers, Minister for Housing and Information and Public Relations Kolusu Parthasarathy said insurance companies will provide coverage from ₹2.5 lakh to ₹5 lakh, while the NTR Vaidya Seva Trust will extend coverage from ₹2.5 lakh to ₹25 lakh for BPL families. Under the scheme, 3,257 health services will be covered.

As per the new proposal, approvals will be given within six hours of admitting a patient to the hospital, and a control room will be set up in the NTR Trust, he added.

The Cabinet also approved the development of 10 new medical colleges in Adoni, Madanapalli, Markapuram, Pulivendula, Penugonda, Palacole, Amalapuram, Narsipatnam, Bapatla and Parvathiuram under the PPP mode, with admissions set to begin from 2027-28.

Other decisions included waiver of stamp duty for lands allotted to educational institutions and hospitals in Amaravati, and regularization of 59,375 unauthorized constructions as on August 31, 2025. The Cabinet also agreed to consider increasing the limit of high-rise buildings from 18 metres to 24 metres.

Additionally, the Cabinet ratified investments cleared by the State Investment Promotion Board (SIPB), allocated ₹5.7 crore for the repair and maintenance of 392 irrigation structures, and approved the allotment of 26.70 acres of land to electronics companies investing ₹1,595 crore in Naidupet, expected to generate 2,168 jobs. It also decided to reduce the green tax on vehicles and introduce a bill in the upcoming Assembly session.
