Mizoram’s Healthcare Infrastructure Gets Boost, ADB Approves $108 Mn Loan

The $108 million ADB loan will focus on upgrading healthcare infrastructure, strengthening primary and secondary care, and improving access to quality health services in Mizoram’s remote and underserved areas.

The Asian Development Bank (ADB) has approved a $108 million results-based loan to support the Government of Mizoram in strengthening its public healthcare system, marking a major investment aimed at improving healthcare access and service quality across the northeastern state.

The fresh infusion of funds is expected to support the rollout of the Mizoram Universal Health Care Scheme (MUHCS) and help the state move closer to achieving universal health coverage.

Designed to benefit Mizoram’s 1.38 million residents, the programme focuses on expanding equitable access to affordable and quality healthcare services, with particular emphasis on women, older adults, and vulnerable populations.

The $108 million ADB loan will focus on upgrading healthcare infrastructure, strengthening primary and secondary care, and improving access to quality health services in Mizoram’s remote and underserved areas.

Further, the initiative consolidates existing central and state health insurance schemes into a single, integrated framework to reduce fragmentation and improve continuity of care.

Mio Oka, Country Director for India, Asian Development Bank, said, “This programme will help the state roll out its new Mizoram Universal Health Care Scheme, which brings all citizens under one health insurance umbrella consisting of subsidized and contributory mechanisms.”

He added that the approach ensures poor and vulnerable groups receive free coverage, while others contribute through premiums or salary-linked contributions.

Under the MUHCS, eligible families will receive health insurance coverage of up to ₹5 lakh per year, delivered through a cashless and paperless platform.

The state government will fully subsidies coverage for economically weaker sections, while other households and government employees will contribute based on defined eligibility criteria.

The programme also targets system-level improvements, including strengthening primary healthcare services, upgrading referral pathways, and enhancing coordination between primary, secondary, and tertiary care facilities.

It is expected to support capacity building within the Department of Health and Family Welfare, primary health centers, and the Mizoram State Health Care Society, which will oversee scheme implementation.

Environmental and climate resilience measures, health awareness initiatives, and disaster preparedness planning will be integrated to improve long-term healthcare sustainability.
