QubeHealth-Pay Expands Into MENA With New DIFC Subsidiary
The newly licensed DIFC entity will serve as QubeHealth-Pay’s regional headquarters for the Gulf Cooperation Council (GCC) and North Africa, marking the company’s first market outside India.
QubeHealth-Pay, an India-based healthcare payments and financial infrastructure company, has expanded into the Middle East and North Africa (MENA) region with the launch of Qube FinTech & AI MENA Limited (Qube MENA) in the Dubai International Financial Centre (DIFC).
The newly licensed DIFC entity will serve as QubeHealth-Pay’s regional headquarters for the Gulf Cooperation Council (GCC) and North Africa, marking the company’s first market outside India.
Unlike QubePay’s consumer-focused payments and cashback platform in India, Qube MENA will focus on enterprise customers, including insurers, employers, hospital networks, pharmaceutical companies and other healthcare participants. Its technology offering includes digital healthcare expense processing, claims facilitation, documentation, rule-based bill adjudication support, reconciliation infrastructure, and consent-driven healthcare data and insights.
The expansion comes as healthcare costs across MENA continue to rise. According to company research, healthcare costs in the region are increasing by an estimated 8–12% annually, while several categories of care remain outside insurance coverage. In the UAE, for example, treatments and services such as IVF, fertility care, dental implants, cosmetic procedures and wellness programs can require direct payment by patients.
Qube MENA will initially target the UAE, Egypt, Kenya and Nigeria, with Dubai serving as its operating and regulatory base. The company plans to enter the markets through partnerships with local insurers, healthcare providers and financial institutions, alongside selective technology-licensing arrangements.
The rollout will take place in phases, beginning with regulatory engagement and partnership development, followed by pilot deployments and broader enterprise onboarding.
QubeHealth-Pay said its India platform, which is live across more than 300 corporates and reaches more than 300,000 employee families, will serve as the product and operating base for the MENA expansion. The platform will be adapted to local healthcare systems, insurance structures and regulatory requirements.
Chris George, Co-Founder and Group CEO of QubeHealth-Pay, said the company aims to adapt its experience addressing out-of-pocket healthcare expenses in India to the different payment and insurance structures across MENA.
