Begusarai Named Best Performing Model District Under ABDM

Under ABDM, Bihar, Ladakh and Dadra and Nagar Haveli were also recognised as top-performing States/UTs across model districts based on district population categories.

Begusarai has been recognised as the Best Performing Model District under the Ayushman Bharat Digital Mission (ABDM) in the category of districts with a population exceeding five lakh, highlighting Bihar’s efforts to expand digital health infrastructure and adoption at the district level.

The award was presented by Union Health Minister JP Nadda at Vigyan Bhawan to Arvind Kumar Verma, Special Secretary, Bihar Health Department, and CEO of Bihar Swasthya Suraksha Samiti (BSSS) at Arogya Manthan 2026 in New Delhi.

Arogya Manthan 2026 was organised by the National Health Authority (NHA) to mark eight years of Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana (AB PM-JAY) and five years of ABDM.

The recognition has been attributed to Begusarai’s implementation and expansion of various ABDM components.

The district’s efforts have involved the administration, district ABDM team, healthcare institutions, health workers, and other stakeholders working towards wider adoption of digital health systems.

Among States and Union Territories, Bihar recorded more than 7.30 crore Scan and Register transactions as of August 2026, placing it at the top nationally on this measure.

Under ABDM, Bihar, Ladakh and Dadra and Nagar Haveli were also recognised as top-performing States/UTs across model districts based on district population categories.

ABDM is designed to create a connected digital health ecosystem in which healthcare facilities and professionals can participate in digital health networks while citizens gain access to digital health services and records.

Its infrastructure includes digital health identifiers such as ABHA, which can help individuals access and share health information across participating healthcare providers.

The recognition comes alongside several digital health initiatives being pursued across Bihar. Earlier this month, the state launched a health screening campaign targeting around six crore people across all 38 districts, with plans to maintain citizens’ health records digitally.

The campaign, which began on September 2, is scheduled to continue until November 30, 2026, and focuses on early detection of conditions including diabetes, hypertension, common cancers, heart disease and respiratory diseases.

Bihar has also been advancing the use of digital health records linked with ABHA IDs in government medical colleges, while plans for tele-ICU hubs and GPS-based hospital mapping have been proposed to strengthen access to critical care services.

The Begusarai award therefore reflects the district-level implementation of ABDM within a wider state effort to build digital infrastructure, improve health information access, and expand technology-enabled healthcare services across Bihar.
