AIIMS Patna & SHS Bihar Sign MoU to Strengthen State Emergency Health Care Network

The collaboration seeks to introduce several technology-driven healthcare initiatives, including Tele-ICU support, AI-enabled clinical decision support systems, and continuous quality improvement programmes.

AIIMS Patna and the State Health Society (SHS) Bihar have signed an MoU to establish a standardized, statewide emergency healthcare network across Bihar.

As per the agreement, the state hospitals will adopt uniform clinical protocols, common triage systems, and evidence-based treatment guidelines for managing life-threatening conditions across Bihar, including trauma, heart attacks, stroke, poisoning, snakebites, burns, obstetric emergencies, and other critical illnesses.

The initiative seeks to ensure timely and standardised emergency treatment across all levels of the public healthcare system.

Highlighting the initiative, Prof. (Brig.) Dr. Raju Agarwal, Executive Director and CEO of AIIMS Patna, stated the initiative would help build a robust emergency healthcare system by ensuring timely, high-quality treatment while strengthening district hospitals through continuous academic and technical support.

A key component of the initiative includes the development of a coordinated referral network linking district hospitals with tertiary care centres.

Under the proposed system, the patient requiring advanced treatment will be referred through defined pathways from district-level hospitals to tertiary care centres.

The initiative is expected to help stabilize critically ill patients before transfer, improve communication between hospitals and reduce delays during the crucial Golden Hour, when prompt medical intervention is most effective.

In addition, AIIMS Patna will serve as the Apex Technical Resource Centre, providing continuous clinical mentoring and technical support to district hospitals and other government healthcare facilities.

The institute is expected to support healthcare teams through tele-emergency consultations, virtual grand rounds, clinical mentoring, supportive supervision, quality audits, and regular capacity-building programmes.

Further, the initiative includes a Hub-and-Spoke Emergency Care Network, with AIIMS Patna functioning as the central hub and the state’s 13 government medical colleges serving as regional hubs.

These regional hubs will mentor district hospitals, sub-divisional hospitals and community health centres to create an integrated emergency care network across Bihar.

The approach is intended to enable ongoing improvement in emergency care services through continuous technical support and monitoring, rather than relying solely on periodic training programmes.

The collaboration will also introduce several technology-driven healthcare initiatives, including Tele-ICU support, digital learning platforms, emergency medicine registries, AI-enabled clinical decision support systems, and continuous quality improvement programmes.

These measures are expected to improve emergency response, clinical decision-making and patient outcomes across the state’s public health system.

Furthermore, the initiative will extend competency-based training to doctors, nurses, paramedics, and emergency personnel through simulation, workshops, bedside teaching, and standardised modules, while hospitals will be supported in strengthening emergency departments, triage, and patient flow.

The MoU was signed by Brinda Lal, Joint Secretary-cum-In-Charge (Training), State Health Society, Bihar, and Prof. Dr. Prashant Kumar Singh, Medical Superintendent, AIIMS Patna, in the presence of Prof. (Brig.) Dr. Raju Agarwal, Executive Director and CEO of AIIMS Patna.
